Katie brings a strategic, client-centric approach to advising employers and other plan sponsors, insurers, third party administrators, and governmental entities on health and welfare benefit planning and design, fringe benefits, regulatory compliance, and the successful launch of new benefits and products. She serves as Executive Principal of the firm, has been a member of the firm’s Executive Committee since 2024, and formerly served as the firm’s Health Practice Group Leader, roles that reflect both her leadership and the trust placed in her by clients and colleagues alike.
Known for her technical depth and practical judgment, Katie helps clients modernize benefit programs and navigate complex regulatory landscapes with confidence. Her practice spans the full range of federal and state laws governing health and welfare benefit arrangements, including cafeteria plans, health savings accounts (“HSAs”), health reimbursement arrangements (“HRAs”), flexible spending arrangements (“FSAs”), voluntary employees’ beneficiary associations (“VEBAs”), 401(h) accounts, wellness programs, expatriate and global coverage, fringe benefits, captive insurance arrangements, and other innovative benefit structures. Clients also turned to Katie for critical guidance during the COVID-19 pandemic on remote-work challenges, new benefit mandates, and employee giving initiatives.
Katie advises established organizations across the technology, government contracting, health insurance, and pharmaceutical and life sciences sectors, while also partnering with start-ups and companies with unconventional workforces as they scale and innovate. She further represents nonprofit certification boards and foundations on sophisticated compliance matters.
Before joining Groom more than a decade ago, Katie served in the Internal Revenue Service’s Office of Chief Counsel, experience that continues to inform her proactive, forward-looking counsel on evolving tax rules and regulatory developments. She regularly represents clients in IRS audits and in securing private letter rulings.
A recognized thought leader in employee benefits law, Katie is the co-author of the COBRA Law and Compliance Guide (LexisNexis) and the EBIA Consumer-Driven Health Care treatise (Thomson Reuters). She is a frequent speaker on emerging benefit trends, including wellness programs, account-based plans, lifestyle spending accounts, and the tax implications of benefits law.
Through her pro bono work, Katie supports charitable organizations on tax matters and assists Washington, D.C. residents with Medicare Part D enrollment, home health care access, and Social Security Disability appeals.
